Your Roomba Is a National Security Threat (According to the FCC)
The FCC just banned foreign-made robots. Not just the Chinese ones — Japanese, German, and South Korean robots too. Humanoid bots, four-legged bots, and yes: your robot vacuum cleaner. If it moves on the ground, weighs more than 4.4 pounds, has sensors and wireless connectivity, and was stamped “Made Elsewhere,” it’s now on the government’s Covered List.
The justification is cybersecurity vulnerabilities found in Chinese robots. That’s not nothing — Chinese hardware has shipped with backdoors before, and the government has a legitimate interest in keeping networked devices with cameras and microphones out of sensitive spaces. But the ban doesn’t stop at China. It wraps up every robot-producing ally in the same net. Then it carves out exceptions that make the whole thing read like policy-by-vibes.
Here’s what’s banned: Any “mechanical mobile device” that moves on the ground autonomously or by remote control, has sensors, connects to a network at over 200 kbps, and runs AI software (onboard or in the cloud). That’s humanoid robots, quadrupeds, autonomous mobile robots, and — per the weight threshold of 4.4 lbs — most robot vacuums.
Here’s what’s not banned: Robotaxis (exempt as “connected vehicles”). Drones (already banned separately, and that worked great — the US now has zero competitive consumer drone makers). Medical and surgical robots. Industrial robot arms (they’re stationary). Trains. Underwater vehicles. Wheelchairs. And anything the Department of War (formerly Defense) decides is fine.
You see the pattern. If it rolls on the ground and looks like the robots from the news, it’s a threat. If it’s a car with no driver, a flying camera, or an arm bolted to a factory floor, it’s business as usual.
The strongest argument in favor of this ban is straightforward: networked, AI-equipped hardware from adversarial nations is a valid vector for surveillance or attack. The US government has a duty to secure its infrastructure, and a cheap Chinese robot with a camera, a microphone, and a cellular modem is a legitimate concern.
I don’t dispute the threat model. What I dispute is the scope.
If the concern is state-sponsored espionage through robot hardware, why does the ban cover robots from Germany, Japan, and South Korea — countries in the Five Eyes intelligence alliance or close NATO partners? If the concern is specific Chinese manufacturers, why not name them and ban their products specifically, the way the Commerce Department Entity List does for dozens of Chinese tech companies? The blanket approach is either laziness or a signal that the real goal isn’t security — it’s industrial policy dressed up as security.
Which brings us to the second argument: this ban will boost US robotics manufacturing.
The counter-evidence is sitting right there in the drone market. The US banned foreign drones (read: DJI) in December 2025. Nearly a year later, the American drone industry has not filled the gap. What happened instead, as The Verge reported, is that resellers popped up selling barely-disguised versions of DJI technology. The same pattern is likely here: researchers and companies that need affordable robots won’t stop needing them — they’ll just buy them through middlemen, and the security benefit evaporates.
The third argument is that this protects US robotics companies from unfair foreign competition. And look, I’m sympathetic to the idea that Chinese state-subsidized robotics companies like Unitree have an unfair cost advantage. A Unitree humanoid costs around $16K. A comparable US-made robot costs multiples of that. But the right response isn’t to ban the cheap option — it’s to fund the domestic alternative until it’s competitive. The ban approach just means US researchers lose access to affordable platforms they were using for experimental surgeries and other legitimate work. As robotics analyst Rueben Scriven told The Robot Report, “the presence of low-cost Chinese humanoid robots has been helping educate the US market.” Cutting that off before comparable domestic alternatives exist is how you lose the robotics race, not win it.
There’s a version of this policy that makes sense. Ban specific bad actors. Fund domestic manufacturing. Create a certification program for secure robots, like UL listing for cybersecurity. What we got instead is a carpet-bomb approach that treats a robot vacuum and a humanoid research platform as equivalent national security threats, exempts robotaxis because they’re in a different bureaucratic box, and does nothing to actually build the US robotics ecosystem.
The FCC took a scalpel problem and reached for a sledgehammer. The result will be higher costs, gray markets, and slower research — without a corresponding security gain. The drone ban was the warning. Nobody read it.
